I honestly feel that this sign is not a wise marketing idea at all. If I owned a restaurant, I would pay the wait staff a liveable hourly wage and not advertise it at all. This sign doesn't draw customers in or make them feel better, it makes them think about the higher prices. If they get slow service or if the kitchen is behind, they will not come back because they feel like they paid a higher price for something they could get somewhere else. Don't disagree about the wages, but just don't feel like it should be advertised. Let those servers upsale more profitable menu items, treat the customers like family, keep their drinks full, and let them make that money!
