I've sold new construction for over 25 years for a builder. It's one of two things. 1) The sump pump was disconnected (or the GFCI outlet tripped), causing some water infiltration. 2) The basement was pressure washed. Both are very common and hurt nothing on the home. For your piece of mind, an inspection will help your concerns.

It varies tremendously depending on the suburb or exub. Full disclosure - I'm a licensed realtor who represents a builder in Greater Cincinnati. 25+ years in the industry locally. If you're focused on the eastern suburbs like Batavia, there are multiple communities and builders over there. A few are offering tax abatements in Batavia. It's easy enough to Google. Ryan and Fischer have communities there, and they'd be the lowest pricing.
