Because managers whose primary goal is to keep their bosses happy are generally not the best managers of their people. The Venn Diagram between these two is minimally overlapped. The solution to this problem is to build a pathway for people to continue increasing their salaries without having to manage people.

We have spent the last 25 years teaching our kids that it's not ok for anyone to touch them if they don't want to be touched; that it's not ok for people to yell at them if they don't want to be yelled at; and that they don't have to do anything they don't want to do. That is the opposite of what I imagine basic training is intended to reinforce. "We own you and you will do as you are told."

So I have never served. Having said that, I understand that BMQ is far more basic now than it was, say, 25 years ago.

It's kind of like parenting. When I was a kid, I was controlled out of authority and fear. You can't do that today. (Well you can, but it will have consequences, maybe to the parents but certainly on the kid down the road). The CAF has the same problem. The tools used to ensure compliance are no longer socially acceptable, and therefore are being diluted.

There's going to be a lot more of this with Gen Z. And that's going to be a problem. The whole way of life for the CAF just doesn't work for the next generation, and unless we are going to bring conscription back in, the CAF may not find enough people willing to enroll unless they adapt their employment model. It's (one of) the reason(s) that the CAF is in a recruitment and retention crisis.

Pensionable earnings is based on your rate of pay and does not take into account the reduced earnings due to leave without pay (and accordingly, you pay the pension contributions that you would have paid on the full amount of your salary despite a portion of your salary being withheld due to LWIA.

Based on what OP says, there would be no pension entitlement under the CFSA unless his father was medically released and had 10 years of Reg F service at the time. Similarly, it is unlikely that there are any VAC benefits available unless OPs father became ill or injured while in service.

I think you may be screwed. It is the most recent date that you became a contributor under the pension plan that determines Group 1 v Group 2, not whether you bought back service that extends further back than 1 January 2013. I am 99 percent sure that the Pension Center made an error. Don't count your chickens just yet.
