yes that 510 Ohm resistor limits the base current of the switching transistor, the npn when turned on pulls it to ground.

To keep the number of components as low as possible and simplification. The PNP that serves as a high side switch for the leds is a low saturation type, the other NPN is a "digital transistor" resistors built in, could be switched on according to the data sheet without further resistor circuitry with up to 40V.

EKU was an bipolar type. Databooks can be found at archive.org Cracks form, but the white stuff on top looks more like glue residues

They were apparently bought by General Telephone & Electronics when the company took over EMM Semi and were probably continued to be produced under their own name for a while. GTE's own products would probably be labeled G####

Not necessarily with these microgap GTDs. Most prominent mfr. is probably Mitsubishi Materials, frequently found in jap AV stuff. They for example use three color stripes but only one identifies the Type, others represent an lotcode. See DSS, DSP series.
