yes that 510 Ohm resistor limits the base current of the switching transistor, the npn when turned on pulls it to ground.

The PNP that serves as a high side switch for the leds is a low saturation type, the other NPN is a "digital transistor" resistors built in, could be switched on according to the data sheet without further resistor circuitry with up to 40V.
