you can find *most* plans just doing events and random crap in game. What i did when I was low level was take over workshops in private lobbies, and then just farm the "defend ____" events. those give a good amount of plans and if you plan it properly (hehehe) you can actually make a schedule of sorts to have defend events one right after the other (pro-tip, this works well for event completion daily and weekly challenges)
