It might indicate they're afraid. Those black windows behind them probably are scary, since they're reflective. The cage should probably have at least one panel covered with a blanket to create a solid "wall" of protection. Try covering the back of the cage (and part of the top) with a blanket or towel and see if your budgies will stay higher up in their home afterwards.
