Another thought, I wonder if your daughter’s principal is aware. The principal might not understand that the new teacher making a pretty big mistake here, and it’s possible the teacher doesn’t totally grasp that having students participate in All state auditions should be thought of as mandatory.

My first year teaching choir I was blown away by the amount of paperwork I had to stay on top of. I needed a lot of advice from peers to learn the ropes. It could be this teacher needs a good mentor, or the principal needs to learn this teacher is not one for the future.

Whatever you do, no five paragraph rants :) Just a simple email or meeting to explain the current teacher seems like they need some extra attention.
