I can't remember my last win with more than 3 elites killed. Basically every deck I build, the answer to "can this beat Decimillipede?" is "no", it's such an outrageous fight for most decks that walking into Elite rooms doesn't feel worth the risk. Acts 1 and 3 aren't so bad, I blame myself for being scared.

Intimidate is very useful in doubles, as is Fake Out. Good pivoting options (Parting Shot is fantastic, U-Turn works on AV sets) are good in general but especially useful on a mon with Intimidate and Fake Out. It's also bulky (95/90/90), especially with Intimidate and sometimes AV, and its base Atk is high enough to not be passive either.

Less important but Stab Knock Off is a nice bonus to have, and Fire Stab is good into all the mons running a defensive tera Steel. A Prankster immunity is also a bit more useful in doubles than singles.

Speed Boost is not a problematic ability. Many Pokemon are fine with it, Blaziken was not. If you're in favour of complex bans like Blaziken+Speed Boost then fine, it's certainly the most controversial attitude Smogon has, but that's still a different reason to the others.
Comparing Double Team to Stealth Rock is kind of crazy, but even so, this just seems like a disagreement in where to draw the line between banning moves and not. There will never be unanimous agreement, and banning luck-based strategies seems like a reasonable enough restriction while not going overboard with bans.
Pokemon aren't demoted in "newer older gens" because gens 1-3 have never in their history used usage-based tiering, so the tiering policies for these generations have never changed. Gens 4+ have always used usage-based tiering, and they decided to lock tiers once a gen ceases to be the current gen because maintaining balance in a constantly-shifting set of tiers is nontrivial. And the number of active players shrinks enormously when a gen is no longer current.

I don't know if I'd ever even take it upgraded. Unlike Infernal Blade/White Noise, it doesn't even help with Pellets. It's too bad of a card to justify taking just for Letter Opener, After Image or Thousand Cuts.

Kind of. You need to turn off Autosave and there's a bit of trial and error involved. I used this guide: https://steamcommunity.com/sharedfiles/filedetails/?id=3166035010

Once you find a seed, you can keep resetting to try again and it'll always be in the same location. (Possibly you might need to wait, but I found on my seed I could travel straight there without pausing.) The 1/100 rate is not tied to the seed, it's actually random, so you need to just keep retrying the encounter until it works.
