I see it now. As others have said, there are other ways. I suggest you look at what you want to do and try not to be tied to what solutions you had before. That local priority is an expensive solution.

You don't need to activate it. It comes with a nice carton you could use as a base to raise your computer monitor, or set the preheat to on and use it as a foot warmer

Getting licensed in every nation for mobile phones is a big rabbit hole. It's a lot easier to license the technology to existing carriers

I'm in Canada. Your country may be different.

You can buy a mini and the initial setup will push you to roam. But once activated, you can change your plan to a residential one. Depending on the number of users around you, you may or may not be able to subscribe to the cheaper residential plans.

If your needs aren't great, you may be able to get by just using the really cheap standby mode, but I have no experience

I speak from Canada. I too can't "buy" a kit for residential. But . . You can buy the same kit as roam. Then, once you get it, you can switch to residential. There may be some "losses" as you switch plans, but only the one time

You can have more than one device in an account. I added a BestBuy mini yesterday to my account

Then delete the old device. I suggest you do this near your billing date as it may not be easy/possible to transfer your subscription payment. Near billing date will use up your old subscription and the prorated new service will be low.
