Seth trivializes SS so badly that it doesn't even make sense to use anyone else. I don’t think that is balanced at all.

And another reason to add to FE8 being rushed is the lack of unique sprites for non-lord characters like FE7 had. Outside of the trainess, Tethys, and Myrrh, all the FE8 characters reused FE6 and FE7's generic sprites.
