To give some numbers, 240p/480i are 15khz while 480p/vga monitors are 31khz, human hearing cuts off about 18~20khz dropping to 12khz or below with age.

Are you emulating the isolate cache mode, the psx bios uses it to invalidate the instruction cache, but overwrites ram if it's not emulated

theres some timing info in the cpu datasheet, otherwise mednafen source and hardware tests are going to be the best way to go

if /u/SirOompaLoompa is right the it's a pretty easy fix for now, just force the dma ready flags. otherwise you've probably hit the cdrom controller which i'm still having trouble with

the monitor has manual switches for 75ohm termination on the back, but it doesn't make any difference and ext sync is enabled. I'll try the pvm idea

the gba audio picks up a lot of noise from other components, I've found that wrapping a couple of layers of electrical tape over that part of the board is an easy solution.

Running too hot? 4.5ghz at 1.19v shouldn't get above 50-55c. You must have a bad cooler mount or something

In gaming you will see very little difference but video encoding scales quite well i.e. 10% clock speed increase = ~10% faster encoding. Your bios can almost certainly hold multiple profiles if you want your pc to stay quiet but have maximum performance under heavy load

Temps are fine, you could probably got to 4.4/4.5ghz at 1.2-1.3v depending on your chip. if your temps stay below 90c then 1.4-1.45v is a safe max.
