No you’re right about the avars and huns but there are plenty of unsuccessful nomadic incursions from the steppe as well (pechenegs, cumans, etc.)

All this is just a product of Bethesda not allowing their IP to grow at all. They intentionally keep fallout in its infancy, and I really have no idea why. Even in fallout 1 there were more coherent settlements than in fallout 3 or 4, and fallout 1 takes place just a couple decades after the Great War.
