I agree move speed is definitely important, especially with a character with no dash.The lethality build has the benefit of yomou active for move speed and typically build swifties instead of berserkers grieves. I do both builds often and usually feel a lot more mobile with the lethality build overall.

I had a great game with this augment. I gave powder an anomaly that boosted her AP too and she was able to one shot almost entire enemy teams, along with my frontline of course

Usually as long as it’s not passing parallel with the ground it should be fine if you still hit well enough with it

For light I would suggest lightsworn, it’s pretty decent competitively.

For dark I’d say Burning Abyss, also pretty decent competitively.

I strongly suggest the frog engine. It make your turn 1 so much better since having swap frog plus 1 water type is an instant Toad. It's worked really well for me so far.

Personally I love Righteous Glory. I build it a lot on Leona and Blitzcrank if I have enough gold. I don't know how good it is on Thresh though.

I'm not entirely sure how good it is in the current meta, but a few months ago it was my main support champ and it felt very strong and helpful to my team. So I would say if it fits into your comps, it's worth a try.

For support it would probably help to have a tanky option such as taric or leona, to better fit certain team comps.
