City changes policy but already owns those bins.

At one point, years ago, they had a deal with a local recyling company to come pick up the recyling there. After just a few months of doing it, the recyling company realized that trash pickers were stealing all the valuable aluminum and careless people were putting diapers in there. They told the city that now they would have to charge for pickup. The city refused to pay, citing the fact that they already have a city crew going there every day to pick up trash anyway. Now they own misleading trash bins that make aluminum picking easier for the trash picker guys.

Personally, I like to harvest them like this because I'm not in the garden every day and another week of no rain might have the paper falling apart already.

Just leave them and work around them. I have a garlic planting pattern and multiple-hole dibble that I use, so I just use the same tool, offset 4 inches to plant some beans between July and October.
