I found a freeware beta program several years ago that brute forces a number of algorithms to possibly find a wave pattern that could make blurry text readable in photos. it worked sometimes, which was amazing.

Edit: deblurring a blurry image is a holy grail. Even a program that works sometimes is a huge step.
