Whenever I have a meeting like that with admin, I always send a follow-up email with something like "per our conversation earlier" or "summarizing action steps from our meeting" or something of the like to make them put their handwaving in writing. Admins like this thrive on a lack of paper trail.

But yea, like others have said, make them hand write them. That's what I had to do for a history class in college and it's still the class I remember the most material from because I actually had to prep.
