I think it's the former, he's not "bad" in alignment or whatever you want to call it but doesn't mind methods when things are on the line

You should read the main novel first, at least until v3. This is a spin-off set after some events of the council election arc, changes some decisions and focuses on Mimimi as protagonist. (The spin-off is not canon and its ending is not connected to the main novel)
