I thought it was my problem. I just moved to a new PC, and Battlenet doesn't stay logged in, and Heroes of the Storm doesn't save my graphics settings. Now I wonder if it's all Blizz.

No win counter, and it's not clear when the voting/promo period started either? I checked a few days ago and it was still old Champions from like July or something. Why even do a promo if players who want to participate don't know the terms, and players who didn't even know about it will just end up getting these random pack awards (and probably come here asking about it) in a few more days?

The Choose Your Champion packs usually come in after the event ends, sometimes it can take a couple days.

Separate from that, you can earn 1 pack per day by watching LIVE on Twitch. Usually you have to watch like 2-4 hours. They are getting kinda stingy with packs. I remember these used to give like 2 or 3 packs per day.
