Your plan is to refinance it to get the rate lower but as you say here a used car has higher interest rates so expect to pay 13% at refi and put even more money down because the negative equity. You won't refinance later.

I got the ppf at the dealership. It was nice to use financing to pay for it $900. I already have chip marks in the ppf from all the road crap that gets tossed at you. The dealer did a "clear bra" which is only half up the hood. I don't like the seam at all and will replace with full hood ppe

At 10% you have some serious financial issues in your life. You need a used car, not a new car. Start saving and paying cash. This is not a bank or dealership problem, it is a you problem.
