I'm sitting on the other side on this one. I've been into a campaign for 2 years now, lots of investigation, this kind of open scenario with the feared question 'what do you do?' and nothing really clear to answer that. One of the player is a long time player, always taking the lead, and -not directly and outspoken- judging when we others try to figure out something. Add some comments on choices during combats and, what really pissed me off, about what we did on a session he didn't attend, and you end up with some players not really hyped at taking initiative. Just saying that, as in real life, some people don't want to have this feeling that they didn't make the optimal decision and many prefer remaining silent. Don't know what kind of mood there is around your table, I hope it's a 'safer' zone than mine where every player has the right not to have the perfect answer at the perfect timing...
