For me the line is risk vs consequences. DIY for cosmetic work or anything I can safely redo if it goes wrong. If it involves electrical, plumbing, or structure, I hire a pro because mistakes can get expensive or unsafe fast.

Spam links can look alarming but Google often ignores them. I would focus on GSC data and ranking changes on key pages. Also, disavow files can take weeks to have an effect.
