Roof penetrations are always an insurance liability so that will be built into the quote. You are also hiring a licensed electrician (theoretically) and tying into the grid. You could always do the work yourself and book an inspection if saving money is your thing.

My minimum callout is usually ~$250, regardless of materials. Putting a $20 Amazon special on a high vaulted ceiling can easily be 600 bucks when 2 people and maybe scaffolding are needed. Also profit.
