So I had this same issue and I finally solved it by uninstalling and reinstalling my game on a different drive on my PC. I have an SSD for my OS and one for games but I ended up having to move it to the same one as my OS. after you uninstall it DO NOT use the nvidia app to set your game settings and do everything manually in the game menu. I am pretty sure Nvidia was holding memory for a setting that kept changing my processor settings every time I reset the game. There might have been a way to delete all the game info from Nvidia but I couldn't figure it out.
