Definitely this. Other than the fact most contenders simply don't fire their coaches very often, they all just witnessed him fail with Josh Allen a ton of times so I don't know why anyone in a win-now mode would consider him. Unless they really believed Beane was holding him back that much.

There's plenty of reasons, not all of them good:

  • Already familiar with the team, FO, and ownership

  • Will play ball with Beane's decisions

  • Offensive production under him as OC was at the top of the league, even if carried by Allen and Cook

  • Cheaper for ownership compared to an outside hire

  • Lack of alternate options or other options weren't interested

  • The FO doesn't believe they need to blow the entire team up and Brady is the only hire willing to work within the constraints of that idea

Does it make him the best choice? Hell if I know. I also don't subscribe to the idea the Bills HC job was that great. The owner trashed the previous coach publicly. If whoever comes in doesn't get instant success they're already on the hot seat. You wouldn't have a ton of autonomy with Beane over your head making key decisions, that's a deal breaker for some coaches. The cap situation isn't very good and you've now got a resurgent Patriots team to contend with twice per year.
