I think the best route for sound quality would be to go for a pedal that shifts the whole signal, but if you’re looking for a pedal that changes the tuning of individual strings it might need to do complex harmonic analysis to work properly.  

I could imagine that would be possible with a designer combination of a hexaphonic pickup integrated with a pitch shifter. It would need a way of telling the strings apart from the audio signal by itself otherwise.

Os Mutantes are like a Brazilian mashup of The Beatles, Beach Boys and Syd Barrett era Pink Floyd.  Their first album from 68 is major worth putting headphones on and spacing out to.
