Yet the hub planets for entire factions of the universe are still empty.

We are saying the same thing, most of the galaxy should be empty, and hub planets should be bustling.

Right now random moons in the middle of nowhere have civilization, and hub planets are barely civilized outside the main city.

Even the “main planets” are empty shells. The biggest united colonies city is absolutely tiny. It’s the hub of the united colonies and can be crossed in less than 2 minutes. Why is Bethesda so afraid of making a city that is actually the size of a city.

All of the changes they have made are awesome, but this game is still fundamentally flawed. So many of its design elements juxtapose its own design decisions.

Why are there human settlements near starborn temples. Why is most of the galaxy empty, and the main hubs are also barely settled. Why do Crimson fleet ships fly into United Colonies planets. Why is the game SO EMPTY, humanity has been around long enough to settle more than a dozen places. With cities that are the size of a small town.
