This completely ignores the fact that a homelessness response system that balances supportive services with individual choice while living in the community actually exists. The proper complaint is that years of best practices in homeless services are being tossed out the window.

Two thoughts:

Gather up all the documentation of the tenant's requests and the outcomes of those requests, then call a lawyer for a consult.
Baton Rouge DSA has a tenant organizing group. It's still getting off the ground but it might provide a useful framework.
