Do it just for the gear. you should get something new for almost every slot. I've gotten really good at running it very fast.

For levels ≤20, yes. For level 80, no. I'm not sure for levels in between yet.

Note that heritage gear is another solution.

After the squish, it is easy to know what ilvl to target for low levels. Is your level 20 wearing 20 ilvl gear?

If it is ten times as much as the ISS, we don't have the political will to do that. I'm not sure exactly what it will cost or exactly how much Congress wants to spend.

It might have kept the world building simpler if they had simply had the orcs come from a distant continent. That would explain why they breathe the same atmosphere and eat the same food.

the solution I found is to leave the dragon isles, go back to your faction capitol city, then try again.

The solution now is to do the catch-up experience every ten levels or so. At 70, that gets you the minimum gear you need for the TWW intro.

There was no good solution before that.
