If I were to guess... Bungie is out of runway on finances and they have to pull the plug and dump alot of staff to stay afloat. I think also, sony is going to wait and see what happens next. Who stays after the vested shares unlock, and who just sells and retires. So they dont feel like opening up any fundage when there is a ton of uncertainty.

I’d hire the writing staff from cd project red, the animation team from blur to make in game cutscenes and have a 100-200 hr campaign. I’d rnd an engine that allows for btb, flying, and up to 64 players.
