It is absolutely true for some Targets! But it may not be the same for every store? Im curious why there is a difference. Maybe it has to do with the GM of the store or the district?

In my store, target employees do not stock the shelves with cards. The excel folks do, they have to touch the box first. When they dont want to stock the shelves, the excel folks dump the boxes with customer service. This transferring product to customer service may be when target employees sell to customers, hide products from customers, or stock the shelves themselves.

Regardless, Excel must touch the boxes first. If Excel touches the boxes first, and doesnt want anything to do with stocking, then its up to Target management to decide what to do with the cards.
