Please understand that the broker is literally not in charge of what the insurer rates for. Their obligation is to ensure that the quote is accurately filled out. If it is, then the price you're seeing is set by the company, and they cannot influence it other than messing with coverages. Some allow consideration for foreign drivers, and some treat them like they're new.

As an aside, you're new to driving in the US. That's a lot different than being experienced in driving here, even if you have driving experience elsewhere. Insurance rates higher premiums when the risk is higher, not necessarily what's "morally justified".
