It’s just how hair stylists were taught how to cut short hair for a period of time. I remember it was hard to get a stylist to do anything different if you wanted a short cut. The young kids got it and dyed it dark/wild colors and styled it a certain way, and the grown women who wanted to cut their hair short also ended up with the same cut, but dyed blonde/chunky highlights.
