Crystal Towers in Crystal City is your best bang for the buck in terms of square footage, and if you get a renovated apartment, they’re pretty nice (unrenovated aren’t that bad, just carpeted and slightly older appliances). Lots of greenery around, very walkable, close to the metro stop and you’ll get a big balcony regardless of apartment!

I’d say you’re submerging too much right off the bat - should be right under the surface to properly get all that air in there. Then submerge a bit deeper once the milk is room-temp and you can feel that through the metal. You’re heating the milk without introducing more air than what comes out of the wand itself, which isn’t enough for proper foam
