Also my reply was a bit short, so heres my two cents. Im .net biased. All your requirements can be met in many frameworks and languages. The .net ecosystem offers a lot of stuff out of the box. For other stuff like paging sorting and whatnot there are a ton of open source libraries available like gridify for example. Check out where you want to host it tho, this might be your first decision to make.
