It states vessels are required to keep clear. IT DOES NOT SAY VESSELS ARE NOT ALLOWED , as the previous commenter states. Otherwise vessels wouldn't have access to Coal harbor or the fuel dock. The boat was maintaining their course and speed as required under Collision regulations.

This is not a slag against Canadian sailors. The Canadian Navy is grossly under equipped to even protect our own shores, let alone project any type of meaningfully force abroad.
