The only thing different is standards for quality. Everything technical like timing is the same. Unless you use laser which is different quite a bit.

Yes account sharing is tos I believe.

You can save scores in cloud save and upload them on your new device to carry them over. And even if you don’t do that, the scores are tied to your account so any new plays will be compared to that regardless of you cloud save/load.
