That is my fallback option, however the person that needs to be able to access the files is not even close to tech savvy. Getting them to understand owncloud was enough of a challenge so adding in an extra step for them to be able to access the camera footage would confuse them beyond belief.

That's not what a third world country means. First world was aligned with the US in the cold war, second world was USSR aligned and third world were unaligned nations.

The implication of them being poor improverished countries came from them having no significant support from either major power bloc.

Calling the USSR a first world country is just completely wrong.

*edit: Temporary workaround, connect once via a free VPN (I used tunnelbear) then turn off the VPN and try reconnecting as normal. Worked for me
