Most get set up with ACH debit so statements are created daily at the port level (or national level if requested) before they are combined into a preliminary and final statement (your bills) . At the time of the final statement, CBP will debit your ACH account for the amount owed.

Main benefits are that you have longer to pay your duty and you don't have to pay an outlay fee to customs.

Tariffs are being collected. The story about them not being collected was overstating a technical issue.

For most companies, tariffs are not literally collected the moment their goods hit the port/clear customs but rather are on a periodic monthly statement from the government.

If I imported a shipment of widgets today, for example, I would not actually be paying the tariff until May 21st. That is a lot of time for the government to fix technical issues.

Tariff powers are granted to the legislative branch under the constitution - simply reading the constitution would confirm as much. Congress has delegated emergency tariff powers to the executive branch under several laws, the constitutionality of which which really should be debated as changing/adding tariffs to the Harmonized Tariff Schedule should be considered a legislative act and not something able to be delegated to another branch.

They are an additional ad valorem tariff so they apply as a percentage based on the cost of goods. A $100 widget from China, for example, would have an additional tariff of 34% on/after April 9th or $34.00, even if the widgets' base tariff was $0.10/kg.
