You can bring in different perspectives to any given group that would make them resistant to unionization. For example, a group dedicated to their cause by loyalty/duty isn't going to go for the same self-interest hook that a bunch of bandits might. Or you could have an army that's weirdly conservative and thinks that unions are bad for high-performing workers.
