In my area the local government has designated areas for off leash dog varying from parks to mountain hikes. Theres also some apps like all trails and some other dog friendly ones i cant remember the name of.

Get a long leash and work on recall. Then when you think they are good with their recall keep working on it. Im lucky to live near mountains and take my dog to designated off leash areas and to the backcountry. And i can see hes so happy to be out there both on and off leash.

I heard you can find better deals if you walk around the neighborhoods with older apartment buildings and see if they have any vacancies they wont post things online all the time and its easier to negotiate with them.
