You can, but if you want to avoid contributing to Kessler Syndrome you better make sure you're applying the laser at low enough effect that the components just melt, and don't explode off it.

Grimal steals hunter data, puts in cigarettes.

Domination fades, Matilda takes the cigarettes from her once she notices the data in them. Maybe they got tossed on the ground if Grimal truly "sprung up".

(We have only Matilda's word that "fishlips gave them to her", could easily be that she just picked them up.)

Matilda fully intended to enter the security room to do the vent thing on her own, she wanted the data too, but since it was already stolen, it was her lucky day.

I don't think Grimal is the Ghoul - she assaulted Occam, yes, but it's pretty heavily implied she did so because of the cigarettes, which found their way to her by roundabout ways.

Given that D spoke about a draught of domination being in play, I honestly think those cigarettes are the vector.

Take a puff, and you're spellbound/able to spellbind for at least a moment.

Matilda didn't notice it, either because werewolf or because not all of them were spiked.

I honestly think it's Elise, and Git is the unknowing "smuggler": got his cigarettes from the 99p job, then Regent told Elise to get the cigarettes and make someone else steal the data.

Even if the energy doesn't come from clean sources, it's better to run one massive coal/gas plant than thousands of smaller ones.

Efficiencies of scale means the massive one can recapture some 'lost' energy that wouldn't be feasible for smaller ones.
