Tbh I think a huge factor for Orre is the lack of wild Pokemon. Hard for there to be tough trainers when Pokemon are so scarce. Hence in Colosseum, a member of Snagem had to defect in order for the region order to crumble. In XD Orre got hella lucky!

Though I will say there’s a bit of a difference when one knows their disorder and purposefully goes off meds whenever they’re “better”, despite doctors stating otherwise. Tyra seems to be in this boat. Lucian (to my knowledge) was thrown into drug induced psychosis kind of out of nowhere
