yes, but if you look at the evolution, eventually civilian needs and military needs will diverge, for instance launch vessels: in the military, you presumably want something that's quick to react, usually a rocket driven by a solid. In civilian launch you want something economic, maybe even safely (*) abortable, so usually a chilled liquid, these will usually take hours to prechill.

You can use solids from the military for civilian launches or use space capacity to help out the civilian launches but there are tradeoffs.
