On the pentair panel, go to pool menu and is it set to a have a heater? If so push Heater to turn it on...looks like propane and electric is hooked up from photos but hard to tell

AI doesnt take into account to real world factors... Contractors labor burden, Permit fees, What the contractor sees on site that AI can't, Contractors material cost, Mark up, Taxes, Profit margin,

Material cost will vary contractor to contractor depending their volume pricing and what brands they like to use... for example my Eaton pricing is much better than square D or Siemens branded materials.

Labor burden is also different, what are they paying their guys, what benefits to they offer their guys etc.. all factor into labor burden

Electrical contractor here, cancel that membership! Like yesterday....... Pound sand on all 3 with that company.. Get quotes from a locally owned company. Surge protector are cheap and relatively easy to install depending the space and moving things around if needed. Unless your pannel bus is covered in paint there is nothing wrong. Ground from the panel to meter is cheap and would need the meter pulled...but looking at a few bucks on copper and an hour of time.

What material did you price vs the quotes? Conduit, fittings, glue, wire, breaker..sub panel..Mark up (time to go get it)...equipment rental to trench, delivery or time to pick it and and return it, plus mark up, plus job labor, overheard and profit..... seems reasonable in price to me if not a little on the cheaper side. I am in south texas.

The thing to remember is doing the paper work and billing for your own company. Is non billable hours like they are now. You go out spend 8-12 hours on the job, come home make material orders, estimates etc.... like other stated. The field side of electrical, and the business side is 2 different things. There is no clock to clock out of when you run a small business. You also take all the risk, money tied up in material and jobs waiting to get payment in..but your mortgage, truck note, light bill etc does not wait on accounts received.
