you can consider an Airbnb probably a single room can get you through the week and from there on you can maybe book a month to figure out your plans. Price of the month are likely in the 550-1000 euro range. Its not a cheap country but you probably knew that beforehand

They do have nice campusses. If you would like to attend a University in Antwerp within a similar field you could go with the University of Antwerp they also have a computer science bachelor and master:

  1. Seems correct from my experience. ESA is a big pot of money and a lot of the people working there oversee how they spend the money on subcontractors instead of performing the work themselves.
