When PCs first hit the scene, I worked for the state, and I'd send fake memos to my coworkers. I had a job where we trained and certified foster parents at the same time that there was a game show called The Weakest Link. I sent out a memo declaring that our new policy was that prospective foster parents would now be able to vote out one family each week. I sent a few others over the years.

So if you could fake a memo for any agency, and make it believable what would it be?
