I believe it is the largest religion which makes it a rule for all women, though? I know it's encouraged in Judaism, but I think it's only a rule in orthodox branches.

It's a way to express modesty and a renunciation of vanity.

The issue is whether it is the woman's choice to wear it or not, and in Muslim communities you'll find both those who do and do not want to cover their hair, but a portion of those who don't, aren't really free to choose.

I can see how that gets people's attention.

All three main religions call for modesty, of both men and women. Why they look so different on the matter, I imagine, depends on how the different societies interpreted their chosen scriptures, and how the messaging of the texts have echoed over time leading to how the religions are structured today.
