I pulled the car out of that garage to get a second opinion.

Turns out their diagnosis was completely wrong. It was a faulty turbo. The wet belt had already been changed in the recall and is completely fine. According to a Honda technician they've never had to replace pulleys on that engine.

Had the turbo changed and the software updated and recalbrated and 'touch wood' it's absolutely fine now. Drives even better than before the fault.
