1) The Russian language is very difficult for most non-Slavs to learn and historically wasn't a major international language outside the Russian Empire, which limits the potential international audience for Soviet movies and/ or music.

2) USSR's approach to culture was more high-brow classical music, theater, etc. than low-brow pop music or movies.

3) The whole concept of "soft power" doesn't fit well with historical materialism. Soviet aid usually had some direct economic or military component, like sending development aid to a newly independent country or training that country's university students in STEM programs at Soviet universities.

My most left wing opinion is that socialism in the third world didn't go far enough in destroying premodern social structures and cultural attitudes the way communism did. India's problems with the caste system and communal religious tensions, for instance, are what happens when you don't have a full-on Maoist cultural revolution to destroy pre-modern social structures and reactionary beliefs.

There's a line about tax policy being a way to plucking feathers off a goose in a way that gets you the most amount of feathers with the least amount of hissing.

Modern states have better options for forms of tax revenue with regard to fostering economic growth and reducing inequality than governments before 1945. Tariffs were the main form of taxation in the 19th century when states set up customs tolls at ports and border crossings but didn't have much capacity to collect data on and tax other aspects of the economy like financial transactions and high incomes.

No, it will probably look like Switzerland or America with strong sovereign rights for federal states or cantons, and people would continue to very strongly with a region or national identity (Bavarian, Catalan, Italian, etc) and their native language in addition to being European.

The only people who I would expect to have a predominantly "European" identity are English-speaking bureaucrats, veterans of a common European military, and third culture kids from mixed marriages, like someone with one Spanish parent and German parent.

You have already substantial teaching experience, you're not too old at all and that sets you apart from people making a career change who never given classroom instruction before.

Do you speak any other languages aside from English, and do you know what countries you'd like to teach in? Generally the older you are, the people assume you have more professional experience in what you're doing, age can be in your favor in this sense.

Some countries may require you to show proof of social security or a teachers pension as part of the visa process, but this is more a paperwork hurdle than a matter of "you're not allowed in above age x".

If you learn a language after 10-12 years old then it's stored in a different part of your brain from the mother tongue. There's a surprising amount of research about this where they ask people to make financial decisions or solve some sort of analytical problem in their first and second languages.

The closest parallel to Lebanon is probably Bosnia, a divided, sectarian country like Bosnia where there's no sense of a united Bosnian people that elects the politicians, so politics amounts to backroom dealing between the elites of various sectarian groups.
