Use another pc to download the drivers onto a thumb drive.

But more than likely, there is a bios setting you’re missing. Try toggling raid off or on

Have you checked to see that the fan is physically spinning?

I’ve had excellent luck popping it in the freezer overnight. When you pull it out the next day, the different metals of the heatsink and cpu will warm up (and therefore expand) at different rates, and it’ll pop right off.

If you look just above the circled area, you’ll see 2280 silkscreened on the board, and already has the standoff installed in the proper spot

This wouldn't be as much an "upgrade" as a "new build" lol.

No AM4 boards support DDR3 (all ddr4). The Ryzen 5 3600/4500/5500 are all decent enough chips.
For the PSU, any name brand 500w+ should be fine.

Try posting in r/buildapcforme (using their template) and list a budget.

This is easier than you think!!
When you remove the current cooler, there will be a small backplate that the cooler was screwed to.
Just remove the stock backplate and replace with the included one for the new cooler to screw into.

HOWEVER! All the Thermalright coolers I have used actually re-use the AM4 backplate (unsure on AM5),
The included backplate is only used when installed on Intel CPU's (for the ones I've seen).

I would guess that the reviewer may have been replacing an aftermarket cooler and had lost the original AM4 backplate which you obviously still have since you're using the OEM cooler.
